SERVICE POLICY

 

Physical Facilities:

The Richmond library strives to keep our library clean and in good repair.

Insurance:

Insurance is purchased from the local insurance agency. Library Board Treasures bond is also purchased from the same agency.

 

 

Use of meeting rooms:

 

1.                 Groups and organizations may meet at the library. Local groups or organizations that wish to use the meeting room should notify the director. If meeting after hours they need to make arrangements a day in advance. A library employee will be present at all meetings.

2.                 Light refreshments, excluding alcoholic beverages, may be served as long as there is no mess.

3.                 Any organization using the library meeting room will be responsible for setting the room up according to their own needs and then restoring the room to the order in which it was found.

4.                 The library will not be listed as a sponsor for any non-library meeting.

5.                 Any non-profit group who would like to reserve the meeting room must have at least one adult present, other than the librarian.

 

Library Savings Account:

 

The Richmond public library will keep a savings account. This fund will be used for improvements made to the library and if help is needed to pay monthly bills. Exceptions may be made only if the board of trustees votes on it. The board will put at least $25.00 into this fund from each city tax money check the library receives each year.

 

          Special Grant Fund:

The Richmond Public Library will keep a Special Grants Fund. This fund will be used to hold grant monies until it is time to use them. The money will then be transferred to the library checking account to use for the purpose of said grant.

SERVICE POLICY

Library services offered:

 

Regular library books and magazines may be checked out for a period of three [3] weeks. We will order books and special materials from interlibrary loan for any patron. We will maintain exchange shelves of books that may be taken and returned or exchanged with other books. There is no number limit of books taken from exchange shelves. Cds, Videos & DVDs are checked out for one [1] week. CDs Videos & DVDs may also be borrowed from interlibrary loan. If a book, CD DVD, or video is checked out a Patron may ask to reserve it. Reserved material will have a note that will be placed on the card with patron’s library number and phone number, therefore they can be called when the item comes back to the library.  If library is not open, there is a return box located at Beachner Grain next door to the library.

 

Services to groups and organizations:

 

The library may be used as a meeting place for small groups by making arrangements in advance. A library employee will need to be present at meetings. In addition, the library will participate in book fairs held at Central Heights.

School – Public library relationship:

 

We will cooperate anyway we can. The library will sponsor a summer reading program for local children. We will work with other organizations to sponsor special programs.

 

Library Card Registration:

 

Any person wishing to acquire a Richmond Public Library card will need to have some form of identification to show a current address. We will also need a valid telephone number. If a library number is not used for over two years it will be pulled and the number reused. Patrons who move or change their telephone number should notify the library so the patron’s records can be updated. Failure to do so could result in loss of library privileges.

 

Library Cards:

                    The Richmond Public Library will issue [1] one library card free of cost for each patron number. If said card is damaged or lost there will be a $1.00 replacement charge for each card.

LENDING LIBRARY

 

Who may borrow:

 

All people who live in the Northeast Kansas Library System, those who live in the U.S.D. 288 school district, and others in the Richmond trade territory.

 

Exclusions from loan:

 

Certain materials designated “To be used only in the library.”

 

Books reserve service:

Books may be reserved upon request.

 

Limit on amount of materials that can be borrowed at any one time:

 

3 Videos or DVDs per family, 5 books per person, 3 Music CDs per person.

 

Length of loan period:

 

3 weeks for books and magazines

1 week for video, DVD & Music CDs

 

Renewals:

Books may be renewed for three additional weeks, unless someone is waiting for it.

 

Books return services:

There is a return box at Beachner Grain.

Paid Leave Policy

PAID LEAVE:

Vacation & Sick days:

For use in this policy, the library will use a regular calendar year January 1 to December 31 of each year. For use in this policy, days eligible for pay will be days that the employee usually works.

After having been employed by the library for at least one full year the Director shall be entitled to vacation pay annually to the equivalent of 2 weeks of his/her normal working and administrative days. The board shall be informed of the time the director will be away. The director will receive his/her regular pay for these 2 weeks. All vacation time must be taken within the calendar year. Vacation time cannot be carried over from year to year, and accrued vacation time will not be paid upon leave or termination.

After having been employed by the library for at least one full year the Director shall be entitled to paid sick days annually to the equivalent of 6 normal working and administrative days. Sick leave may not be used as just another paid day. Sick leave days cannot be carried over from year to year, and accrued sick days will not be paid if the director resigns or is terminated.

All other employees working at least 8 hours a week and have been employed by the library for at least one full year shall be entitled to paid sick days on an annual basis and to the equivalent of 2 normal working days. Sick leave may not be used as just another paid day. Sick leave days cannot be carried over from year to year, and accrued sick days will not be paid if you leave or are terminated.

Continuing Education Rewards:

Library staff & board members will be acknowledged for accumulating 60 hr CE award certificates and for every certificate awarded there after. The Acknowledgments will be based on the libraries budget.

EMERGENCY PROCEDURES:

In the event of an emergency, please refer to the emergency procedures sheets. The emergency procedures sheets are located in the following places. The daybook on the front desk, the employee’s handbooks, the library board chair’s policy manual, and on the wall in the adult section on the back wall by the thermostat.

PAID LEAVE continued:

Bereavement Leave:

An employee suffering a death in the family will be granted days with pay as follows. Days eligible for pay will be days that the employee usually works, providing employee has been employed with the library for at least one full year.

If working at least 20 hours a week, the Director will be granted 4 days leave with pay. If less than 20 hours then, it will be the same as all other employees.

All other employees will be granted 2 days leave with pay, if they work at least 10 hours a week, or 1 day leave with pay if working at least 5 hours a week.

Bereavement leave applies to the death of spouse, child, parent, parent of spouse, grandparents, grandchildren, brothers, sisters, aunts, uncles, brothers and sisters of spouse, or other relative residing in the employee’s household.

Civil Leave:

An employee shall be paid necessary time off with pay for the following: days when employee usually works provided that employee has been employed with the library for at least one full year.

a} Jury duty

b} Court appearances as a witness in answer to a subpoena or as an expert witness when acting in an official capacity in connection with the library.

Paid Holidays:

The following days shall be paid holidays for employees that have been employed for at least one full year, provided that the day is one they would normally work.

NEW YEAR DAY, MARTIN LUTHER KING JR. DAY, PRESIDENTS DAY, MEMORIAL DAY, INDEPENDENCE DAY,

LABOR DAY, COLUMBUS DAY, VETERANS DAY, THANKSGIVING DAY, and CHRISTMAS DAY.

Book Check-Out Policy

books checked out for 3 weeks

Late books fines are .50 per item upon the first notice, $1.00 per item upon the 2nd. notice and $2.00 plus postage upon the 3rd notice with a loss of library priviledges.…
